Do we really need a national energy policy?

Why are politicians always flapping their gums about a national energy policy? Does anyone honestly believe that the only way the Flux Capacitor or whatever advancements in alternative fuel technologies will not come about unless the Government directs someone to do R&D on them with tax payer subisidies?
